About the role
AccessibilityContract Management
Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, and ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.
The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.
The Cycling & Micromobility Unit is responsible for the nation's largest network of on-street bicycle facilities (1,200+ lane-miles), enhancing street safety for all users, and increasing bike ridership in the five boroughs. The team's focus is the innovative redesign of city streets to expand and improve the bike network, with emphasis on improving connectivity between neighborhoods, increasing access to safe bicycle infrastructure across the city, and creating a more equitable transportation network that serves all New Yorkers.
Reporting to senior staff in the Cycling & Micromobility Unit, the Cycling Infrastructure Hardening Program Manager will lead a citywide program to strengthen protection for cycling and micromobility infrastructure and improve safety and comfort for people biking throughout New York City’s five boroughs. The program will expand physical protection along existing bicycle facilities, incorporate hardening treatments into new and resurfacing projects, identify and prioritize locations for additional protection, and test new barrier types, treatments, and approaches.
Working closely with senior staff, project managers, and teams across the agency, the selected candidate will lead the development and advancement of design guidance, standards, and implementation strategies for bicycle facility and intersection hardening. The candidate will work to incorporate appropriate hardening treatments into projects and other opportunities throughout the bicycle network and will coordinate with project teams to advance implementation. The candidate will support crash and other data analyses to identify and prioritize locations for hardening, research best practices and emerging approaches, and use data, field observations, and project experience to inform program priorities and guide implementation.
The candidate will oversee the installation, repair, maintenance, and replacement of hardening treatments and barriers throughout the bicycle network. This will include conducting routine field inspections to identify damaged, missing, or deteriorated elements; assessing site conditions; coordinating necessary repairs or replacements; and tracking recurring maintenance and implementation needs to inform program priorities. The selected candidate will also advance policies and strategies related to cycling infrastructure hardening and lead the evaluation of new and existing treatments to assess their effectiveness in improving safety and comfort for people biking and traveling through intersections. This will include monitoring the performance, durability, maintenance needs, and effectiveness of hardening treatments and using findings to inform future designs, standards, specifications, and program investments. In this role, the candidate will collaborate with OLS’s Director of Administration and other DOT Units to support procurement, contract management, budgeting, and other administrative functions related to the program. The candidate will also respond to public inquiries and service requests related to damaged or missing bicycle facility protection and coordinate with appropriate DOT staff to address these issues.
