Partnering with client agencies, design professionals, and the construction industry, DDC manages a broad portfolio of projects from firehouses, libraries, and community centers to roadways, sewers, and resiliency initiatives helping to shape a more equitable, efficient, and resilient city. Through its commitment to design excellence, technological modernization, and public service, DDC ensures that critical civic projects are delivered on time, on budget, and to the highest standards of quality.
The Technology and Innovation (T&I) Division serves as DDC’s centralized Information, Technology, and Telecom operation, organized into three core units: Network, Infrastructure and Security; Service Delivery; and Application Development. Together, these units provide the hardware, software, enterprise applications, and data ecosystem that support the agency’s daily operations. In addition to maintaining core systems, the division leads strategic modernization efforts aimed at improving efficiency, strengthening security, and advancing programmatic excellence across the agency.
Reporting to the Associate Commissioner of Application Development, the Deputy Director of Payment Systems will lead the day-to-day management of the applications and integrations that support DDC’s payment processes, from invoice and requisition intake through review, approval, and processing in the City’s financial systems. The Deputy Director will set priorities for enhancements and fixes, direct the staff and consultants supporting these systems, and serve as Application Development’s primary liaison to DDC’s finance, audit, and program units on payment technology. This role is accountable for system reliability, data integrity, and compliance with City fiscal and audit requirements, and for modernizing payment workflows to shorten processing times for DDC’s vendors and consultants.
The responsibilities include:
- Lead the planning, development, enhancement, and support of DDC’s payment systems applications, including workflows for invoice and requisition submission, review, approval, and payment processing.
- Supervise and assign work to developers, business analysts, and application support staff; set priorities, review work products, and manage performance.
- Manage integrations and data exchanges between DDC payment applications and Citywide systems such as FMS and PASSPort, ensuring payment data is accurate, timely, and reconciled.
- Partner with DDC Finance, Audit, and program divisions to gather requirements, translate fiscal rules and Comptroller/OMB requirements into system requirements, and keep applications current as those rules change.
- Oversee the full development lifecycle for payment-related releases, including requirements, design, testing (including user acceptance testing), deployment, and post-release support.
- Establish and monitor service levels, incident response, and root-cause analysis for payment system issues; escalate and resolve critical issues that affect payment timeliness.
- Ensure role-based access controls, audit trails, and data integrity meet City cybersecurity and audit standards; support internal and external audits of payment systems.
- Produce reporting and dashboards on payment volumes, cycle times, and backlogs for agency leadership.
- Manage vendor and consultant resources supporting payment systems, including scoping work, reviewing deliverables, and tracking spending.
- Maintain system documentation, SOPs, and end-user training materials, and act on behalf of the Associate Commissioner on payment systems matters as needed.
