WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). This programme is central to delivering the UK’s priorities on empowering women and girls as set out in the International Development Strategy, the UK’s strategic approach to sub-Saharan Africa and the International Women and Girls Strategy.
IPPF is the prime contractor on Lot 2 – Eastern and Southern Africa covering the following countries: Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia. During the implementation years, the WISH2 program will ensure that transformative approaches for disability inclusion are mainstreamed throughout the programme and national healthcare systems.
The consultant will provide technical support to the WISH2 programme, with a focus on accelerating the implementation of WISH2 disability and inclusion strategy especially, policy and systems interventions across the WISH2 countries. The consultant will provide tailored support to WISH2 consortium partners, Organisations of People with Disabilities (OPDs), and accountability mechanisms at country level. Technical Assistance (TA) will focus on capacity building, course correction, capitalization and sustainability of interventions across outputs, strengthening mainstreaming of disability inclusion in healthcare systems.
Through tailored technical assistance, the consultant will support the following key activities. The consultant will:
- Guide the multi-stakeholder reflection on findings from the recently concluded disability marker (self-assessment), and document lessons learned.
- Review the facility disability audit findings, prioritised disability inclusion activities and provide comprehensive recommendations for course correction, scaling, capitalisation and institutionalisation of adopted disability inclusive approaches.
- Review the OPD capacity assessment data, develop a capacity building framework adapted to needs and contextual considerations, and enable cross-country learning and exchange.
- Support the design and implementation of the OPD sub-granting mechanism including reviewing proposals, contributing to developing Technical Assistance Agreement (TAA), and providing tailored TA at implementation phase.
- Collaborate with the WISH2 MERL team on the disability research and learning agendas, including disability measurement study, and contributing to development and review of learning products.
- Review national policy/strategic priorities identified in country workplans and Country Policy Overview and Engagement plans (CPOEP) and provide TA to ensure they are progressing and aligned to the latest evidence, best practices and inclusive health systems strengthening approaches.
- Building on the already established OPD database and relationships, establish a community of practice for WISH2 ESA, to facilitate learning, amplify voices and bolster empowerment among OPDs, CSOs and partners.
- Review the safeguarding pilot model for Zambia to strengthen inclusion of people with disabilities and their needs in the model guideline, training materials, and implementation phase. Tools and approaches
The consultant will adapt and apply WISH2’s tools and approaches to meet programme goals. WISH2’s Disability Inclusion Strategy puts disability rights across all its work and promotes safe, inclusive conditions and meaningful participation within healthcare systems. It uses a twin-track approach:
- Mainstreaming: build disability inclusion into all policies, programming and service delivery, so people with disabilities can access and benefit from SRH services.
- Targeted interventions: address specific physical and attitudinal barriers through tailored SBC outreach, accessible SRH information, reasonable accommodation, assistive support, and involvement of organisations of persons with disabilities (OPDs).Tools such as the Disability Inclusion Marker and Disability Audit tools will be adapted to each country, including humanitarian settings, in consultation with WISH2 staff and national stakeholders.
Contracting approach
The contractual model is a draw-down contract, whereby each specific assignment will be agreed in advance with the contract manager (Deputy Director, Technical WISH2). For each new task/assignment, a new work order will be prepared. The total number of days will not exceed 60 days over the 5-month duration of the framework contract.
Both parties will discuss and agree on the details for each assignment, including the necessary timeframes and deadlines. This will be defined in writing via a Work Order.
At the point of each work order, deliverables will be determined and agreed. The Work Order will describe payment and approval mechanisms as well as the outputs required for the assignment. The consultancy rate/remuneration will be subjected to Kenya withholding tax.
- Postgraduate university degree in gender, social or natural sciences or other relevant disciplines.
- Significant demonstratable experience in disability inclusion and disability rights in health, including the twin-track approach (mainstreaming plus targeted interventions) for international development programmes. Experience with disability inclusion for Sexual Reproductive Health and Rights programmes funded by the Foreign, Commonwealth and Development Office (FCDO) is highly preferred.
- Strong knowledge of SRHR and health systems in Africa, including sub-national and facility-level service delivery.
- Experience developing, adapting and contextualizing disability inclusion tools, such as disability inclusion markers and accessibility or disability audits, for different countries and humanitarian settings.
- Skill in SBCC and demand creation that addresses harmful social and gender norms, with accessible information formats.
- Understanding disability-disaggregated data: collection, analysis and use for decisions (for example the Washington Group question sets).
- Familiarity with inclusive policy, financing and accountability processes, and with national and regional frameworks such as the CRPD and the Maputo Protocol.
- Capacity strengthening experience including training, mentoring and coaching of health providers, programme teams and partners.
- Participatory facilitation and stakeholder engagement, including working with organisations of persons with disabilities (OPDs), ministries of health, CSOs and technical working groups.
- Excellent interpersonal skills and the ability to work effectively with people from different countries and cultures.

- Strong analytical and research skills.
- Excellent time management and organizational skills.
