Ramboll is a global architecture, engineering, and consultancy company. As a foundation-owned people company, founded in Denmark, we believe that the purpose of sustainable change is to create a thriving world for both nature and people. So, that’s where we start – and how we work. Our history is rooted in a clear vision of how a responsible company should act and being open and curious is a cornerstone of our culture. Ramboll in the Americas has thousands of experts working across more than 70 offices. Ramboll experts deliver innovative solutions across Environment & Health, Water, Energy, and Planning & Urban Design.

Position Overview
This role provides senior HSE leadership for Ramboll Energy as well as other GBA major project portfolios in the Americas, with a primary focus on aligning HSE planning, governance, resourcing and execution across major projects, including EPC and EPCM delivery models. Rather than operating as the day-to-day HSE Manager for every project, the role will work upstream with internal stakeholders to ensure HSE is engaged early in business development, tendering, project planning and delivery preparation. The successful candidate will partner with Project Delivery, procurement, sales and tender management, engineering, commissioning and other key functions to make sure HSE risks, responsibilities, resource needs and delivery expectations are clearly understood before projects move into execution.
Ideal Candidate Profile
The ideal candidate will be a credible senior HSE professional with strong major-project experience, sound understanding of EPC and EPCM delivery models, and the ability to influence internal stakeholders before key commercial and delivery decisions are made. They will be comfortable operating across a portfolio of projects, strengthening the way HSE is integrated into the project delivery model, supporting Project HSE Managers where escalation is needed, and stepping into a project HSE Manager role only where project demand or resource constraints require direct deployment.
Key Responsibilities
Major Projects HSE Alignment & Governance
· Lead alignment of HSE expectations, planning requirements and governance arrangements for major projects across the Americas, including EPC and EPCM delivery models.
· Act as the senior HSE point of coordination between the GBA, Project Delivery, procurement, sales and tender management, engineering, commissioning and other internal stakeholders.
· Ensure HSE is engaged early in business development, tendering, project planning and delivery preparation so that risks, scope, budget and resource requirements are identified before commitments are made.
· Translate Ramboll and client HSE expectations into practical planning requirements that can be understood and applied by project, commercial and technical teams.
· Provide strategic HSE input during proposals, contract reviews and internal delivery planning to establish clear roles, responsibilities, interfaces and escalation routes before project execution begins.
Early HSE Involvement, Planning & Resource Readiness
· Build understanding across the Americas business of when and why HSE must be involved in major projects, particularly during tendering, contracting, mobilisation and execution planning.
· Work with internal stakeholders to define scalable HSE organisation structures, resource requirements and competency needs for major projects before execution risks materialise.
· Support project teams in identifying when dedicated Project HSE Manager support, specialist HSE input or additional project HSE resources are required.
· Ensure HSE requirements are embedded into project delivery plans, procurement strategies, contracting approaches, mobilisation plans and commissioning readiness activities.
· Where required due to resource demand, temporarily step into the Project HSE Manager role for major projects while maintaining focus on broader portfolio alignment and improvement.
Internal Stakeholder Integration & Delivery Model Support
· Work closely with Project Delivery, procurement, sales and tender management, engineering, commissioning and relevant business leaders to integrate HSE into the major project delivery model.
· Support internal teams in understanding how contract model, scope definition, client expectations and contractor interfaces affect HSE responsibility, capability and resourcing.
· Influence early commercial and technical decisions so that HSE obligations are realistic, adequately resourced and capable of being delivered in practice.
· Provide challenge and support to ensure HSE requirements are reflected in bid documents, contracts, procurement packages, contractor scopes of work and project execution documentation.
· Promote clear interfaces between Ramboll, clients, contractors, subcontractors and suppliers, particularly where EPC or EPCM delivery introduces complex responsibility boundaries.
Escalation, Assurance & Continuous Improvement
· Act as an escalation point for internal project HSE issues and project delivery challenges that cannot be resolved by the assigned Project HSE Manager or project team.
· Provide senior HSE support and challenge to Project HSE Managers, Project Directors and project leadership teams where risks, interfaces or stakeholder expectations require additional alignment.
· Review the effectiveness of HSE planning, governance, contractor management and assurance arrangements across major projects and identify opportunities to improve the delivery model.
· Lead or support assurance reviews, lessons-learned activities and management reviews to verify that HSE requirements are understood, resourced and consistently applied.
· Drive continuous improvement in how HSE supports major project delivery across the Americas, using project experience, performance trends and stakeholder feedback to strengthen future planning and execution.
Culture, Engagement & Business Understanding
· Strengthen business understanding of HSE’s role in major project success, particularly the need for early engagement, clear accountability and appropriate resourcing.
· Coach internal stakeholders and project leadership teams on effective HSE planning, escalation, contractor interface management and risk-based decision-making.
· Promote a learning-focused culture that uses project feedback, assurance findings and lessons learned to improve future major project delivery.
Regulatory & Compliance Oversight
· Provide oversight of compliance with applicable health, safety, and environmental regulations, client requirements, and Ramboll HSE standards across EPCM projects.
· Support project teams in translating regulatory and contractual HSE requirements into practical controls and assurance activities.
· Represent Ramboll in client audits, regulatory inspections, and EPCM governance meetings, ensuring actions are effectively tracked, communicated, and closed.
Performance Management & Reporting
· Establish consistent HSE performance reporting across EPCM projects, using leading and lagging indicators to identify trends, drive accountability, and improve performance.
· Translate performance data into clear insights, actions, and recommendations for project leadership, clients, contractors, and internal stakeholders.
Required:
· Bachelor’s degree in Occupational Health and Safety, Safety Management, Engineering, Environmental Health, Construction Management, or a related technical discipline.
· Professional HSE certification appropriate to the Americas market, with Certified Safety Professional (CSP) preferred or the ability to obtain CSP within an agreed timeframe.
· 10+ years of progressive HSE experience, including significant exposure to major projects, EPC, EPCM or complex construction management delivery models.
· Strong understanding of how HSE requirements are defined during tendering, contracting, procurement, mobilisation, project execution and commissioning.
· Proven ability to influence internal stakeholders, including project delivery, procurement, sales, tender management, engineering, commissioning and senior project leadership.
· Experience identifying project HSE resource needs, defining HSE scopes of work and supporting scalable organisation models for complex projects.
· Ability to provide senior escalation support where project HSE issues, stakeholder alignment or delivery model challenges require additional intervention.
· Working knowledge of construction-phase HSE controls, contractor management, incident investigation, assurance, regulatory compliance and management-system implementation.
· Ability to travel to project and stakeholder locations as required, while maintaining focus on portfolio-level alignment and improvement.
· Strong communication, facilitation, influencing and stakeholder management skills.
Preferred:
· Degree-level education supported by significant major-project HSE experience may be considered where professional certification is in progress or an equivalent international route applies.
· Experience with energy transition, power, renewables, industrial de-carbonisation, chemicals, manufacturing, mining, or major infrastructure projects.
· Experience supporting owner’s EPCM models across multiple concurrent projects.
· International or remote project experience.
What We Offer
· Opportunity to shape how HSE is integrated into major project planning and execution across the Americas.
· A strategic role with influence across project delivery, commercial, technical and HSE stakeholders.
· Strong organizational commitment to safety, health, wellbeing, and continuous improvement.
· Professional development and career growth opportunities in a Global HSEQ organisation.
