About the Positions
We’re seeking Resource Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. These roles are the resource managers for programs where several task orders run at once and each one needs different people at different times. You’ll track who is assigned where, who is about to roll off, and who is available, then line staff up for the next need so every segment and contract package keeps moving on time and within budget.
This post is for future roles and not for a specific opportunity that is available right now. We accept applications and conduct interviews in advance of upcoming hiring needs. When a candidate is selected, their profile is activated in our talent pool for this specialty area. We notify our talent pool candidates first whenever we have a project need.
Responsibilities may include, but are not limited to, the following:
- Develop and maintain personnel schedules and resource utilization plans for each task order across multiple simultaneous projects and operational activities.
- Maintain a current roster of staff assignments by task order, segment, and contract package, including start dates, planned roll-off dates, and availability.
- Forecast staffing needs by comparing upcoming task order scopes, schedules, and labor category requirements against current and projected availability, and identify gaps and overlaps before they affect the work.
- Coordinate staff transitions so that roll-offs on one assignment line up with ramp-ups on the next, and plan handoffs with project managers and task order leads.
- Coordinate with project managers, task order leads, and discipline leads to confirm labor category needs, assignment durations, and qualifications before staff are committed.
- Track labor hours and utilization against task order budgets and staffing plans, and flag variances, under-utilization, and over-allocation to program leadership.
- Coordinate field staff assignments around transit operating constraints, including track access windows, work hour restrictions, and station and yard access, so staff are scheduled when the work can proceed.
- Verify that assigned staff hold the qualifications, certifications, and site access the task order requires, and track expiration dates and renewals against assignment timelines.
- Prepare resource loading reports, utilization dashboards, and staffing forecasts for program and task order reviews.
- Support task order startup and closeout by confirming staff availability, labor category mapping, and assignment start and end dates.
- Maintain the resource management system and schedule data, and keep records of assignment changes, approvals, and justifications current and auditable.
Attributes
- Excellent written and verbal communication and interpersonal skills.
- Excellent multi-tasking and organizational skills.
- Collaborative mindset that fosters teamwork, trust, and positive relationships.
- Natural curiosity, problem-solving abilities, and a commitment to continuous improvement.
- Ability to balance competing staffing priorities across multiple task orders while keeping budget and schedule in view.
Minimum Qualifications
- Bachelor’s degree in engineering, construction management, business administration, or project management, or related field, or equivalent combination of education and experience.
- 5+ years of transit and transportation resource management, workforce planning, or project scheduling experience for large (>$500M), complex, heavy-civil infrastructure projects.
- Experience developing and maintaining personnel schedules and resource utilization plans across multiple simultaneous projects.
- Experience forecasting staffing needs, tracking utilization against budgets, and coordinating staff transitions between assignments.
- Experience with industry standard project / construction management software (e.g., Procore, Primavera P6, MS Project, etc.).
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
Preferred Qualifications
- Master’s degree in engineering, construction management, business administration, or project management.
- Project Management Professional (PMP) or PMI Scheduling Professional (PMI-SP) certification (Project Management Institute), or Planning and Scheduling Professional (PSP) certification (AACE International).
- Experience managing staffing and resource utilization on a multiple award task order contract or IDIQ program with several task orders running at once.
- Experience scheduling and allocating staff across a rail or bus transit capital program exceeding $1B in total value.
- Experience building resource-loaded schedules and integrating staffing plans with cost forecasts and earned value reporting.
- Experience supporting owner’s representative, program management, or construction management organizations.
- Experience with resource management and workforce planning platforms (e.g., Deltek Vantagepoint, Unanet, BST Global, Kantata, Smartsheet, etc.).
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
