*** To be considered for this position candidate must be either serving permanently in the City Planner Title, be reachable on the Civil Service Exam List #5045,.*** The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Research, Implementation, and Safety Unit (RIS) is a multi-disciplinary team dedicated to making the streets of New York City safer for all users as part of Vision Zero, a citywide policy striving to eliminate serious injuries and fatalities from traffic crashes. RIS is seeking an ambitious and motivated individual for the Assistant Director, Safety Projects and Programs position. Safety Projects and Programs (SPP) is a team within RIS that focuses on implementing Street Improvement Projects (SIPs), programs, and capital improvements within Vision Zero Priority Geographies and other high crash locations. The Assistant Director will report directly to the Director of Safety Projects and Programs and play a large role in managing complex projects, helping to develop priorities, and ongoing evaluation and monitoring. Responsibilities will include managing complex Street Improvement Projects (SIPs); helping to identify annual SIP priorities, analyzing Vision Zero and NYC Street Plan priorities and recent crashes; representing SPP within TPM Comprehensive Neighborhood Planning efforts, and managing SPP’s community correspondence. The Assistant Director will be required to perform community outreach, including meetings with public officials, Community Boards, inter-and intra-agency members, and other stakeholders, as well as preparing and giving presentations to various groups. Other tasks for this position include supervision and training/mentorship of staff and interns, creation of reports, graphics, and maps; conducting on-site evaluations of safety and traffic conditions; providing technical assistance to senior staff; and tracking and coordinating project planning and implementation. The ideal candidate will have at least five years of full-time experience in urban or transportation planning, with at least two years of experience managing high-profile or complex transportation projects. The candidate must demonstrate the ability to exercise independent judgment and display a comprehensive understanding of the planning, design development, outreach, and implementation management tasks necessary for successful delivery of Vision Zero transportation projects. A demonstrated history of being able to work in a fast-paced environment and meet deadlines involving project and program management, research, data analysis, implementation coordination, and field work is preferred. The ideal candidate should be detail-oriented, a team player, and possess excellent communication skills. A master’s degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; or 2. A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and development of housing, transportation, environmental, and city-owned land planning projects; or 3. A satisfactory combination of education and/or experience that is equivalent to "1" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience. However, all candidates must have a baccalaureate degree. 4. To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
