The Finance Division at the NYC Health Department has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the agency. Finance helps to ensure that programs and operations have the information, analysis, funding, and capacity to deliver critical services effectively and meet the NYC Health Department’s public health and racial equity objectives. Finance is organized into five bureaus, each led by an Assistant Commissioner: Bureau of the Agency Chief Contracting Officer; Bureau of Budget; Bureau of the Controller; Bureau of Finance Administration and Planning; and Bureau of Revenue. Position Summary: Under general supervision, with some latitude for independent initiative and decision making, the Procurement Coordinator performs work of moderate difficulty in purchasing goods, services and/or construction, and in processing procurement documents and contracts. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: 1.In collaboration with subject matter experts, gathers, organizes and analyzes current and historical information to write solicitation documents for procurements subject to competitive contracting methods under the New York City Procurement Board Rules. Such documents would include Concept Reports, Competitive Sealed Proposals (RFPs), Competitive Sealed Bids (Bids), M/WBE Small Purchase Requests for Quote, and Scopes of Work or Specifications as appropriate for the selected procurement method. 2.Checks and corrects information and data contained in solicitation documents to ensure completeness and accuracy. Regularly, independently and accurately compile reports on solicitation status using internal and external procurement processing systems, and via other means (written or verbal reports, meetings, email). 3.Manage the development process for assigned solicitations to ensure strict compliance with timelines; accurately and efficiently manage content of all assigned procurements, including managing multiple revisions. 4.Manage the release of competitive procurement documents, including finalizing documents, posting and releasing the documents, managing correspondence with internal and external partners and vendors, managing vendor lists, coordinating pre-bid and pre-proposal conferences, coordinating the receipt of proposals/bids, conducting responsiveness checks, and coordinating all aspects of the evaluation process. 5.Ensure that all relevant rules and laws are followed, including compliance with Local Law 63, Local Law 1, and other rules and laws that impact the procurement process. 6.Ensure that all necessary documents and reports related to competitive procurements, including justifications, budget analyses, and oversight approval documents, are appropriately, accurately, and timely completed. 7.Prepare and manage various procurement documents related to contract award, including Pre-Solicitation Review, Recommendation for Award and other documentation required by the City of New York to support the procurement process. 8.Liaise and collaborate with operational, administrative and managerial staff, as necessary, in the development and overall coordination of competitive procurements. 9.Assist in the monitoring of workflow, ensuring compliance with deadlines. 10.Effectively manage and identify solutions to challenges. RESEARCH ASSISTANT - 60910 1. A baccalaureate degree from an accredited college and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or 2. An associate degree from an accredited college, or completion of 60 semester credits at an accredited college, and two years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or 3. A four-year high school diploma or its educational equivalent and four years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or 4. Education and experience equivalent to "1", "2", or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. Completion of nine credits, at the college or graduate school level, in statistics, quantitative methods, mathematics, or research can be substituted for six months of the required experience. However, all candidates must possess a four-year high school diploma or its educational equivalent and at least six months of required experience or the nine specialized credits.
