RESPEC is seeking an experienced Senior Project Manager to lead the end-to-end implementation of new Medicaid Management Information System (MMIS) modules and components for the Idaho Department of Health and Welfare (DHW). This landmark initiative modernizes the core technology infrastructure supporting Idaho's Medicaid services, ensuring seamless integration with the state’s Enterprise Data Warehouse (EDW) and alignment with long-term healthcare operational goals. The ideal candidate blends rigorous public-sector project management with deep domain expertise in healthcare or state-level technology programs. In this role, you will act as the central operational leader responsible for schedule, scope, budget, multi-vendor governance, and risk mitigation while facilitating transparent, high-level communications with agency executive leadership and legislative bodies. Core Responsibilities: In this role, you will provide comprehensive, full-lifecycle project leadership from initial planning and architecture through go-live and federal/state certification: - Drive the end-to-end implementation of new MMIS modules and components, establishing baseline scope, budget, master work plans, and risk management strategies. - Maintain and oversee a centralized master project schedule and governance framework across multiple system integrators, technology vendors, and state operational teams. - Ensure all technical and functional deliverables fulfill established requirements, including seamless data aggregation, reporting, and integration with the state's Enterprise Data Warehouse (EDW). - Coordinate multi-disciplinary resources across various software vendors and internal state divisions through all phases: discovery, development, testing, cutover, go-live, and post-implementation certification. - Regularly monitor project milestones and critical paths, proactively identifying operational bottlenecks or system risks and working closely with executive management to remediate issues early. - Define, prioritize, and manage business and functional requirements around data analytics, data aggregation, and executive reporting. - Establish robust communication protocols and deliver formal progress updates, executive presentations, and project briefings to department executives, key community stakeholders, and legislative committees. Required Technical Experience 5+ Years of Experience - Direct project management experience leading complex technology modernization initiatives within healthcare or state government environments. - Demonstrated hands-on track record managing project critical paths, milestones, work breakdown structures, and formal delivery deadlines. - Experience gathering business and technical requirements, managing data aggregation initiatives, and prioritizing reporting/analytics deliverables. - Proven capability establishing project governance, driving early issue escalation, and implementing proactive risk mitigation plans. - Strong stakeholder management background, including presenting strategic project updates to executive-level audiences and public governance/legislative bodies. - Exceptional written, verbal, and cross-functional communication and organizational skills.Preferred Qualifications: Candidates with the following qualifications will be given top consideration: - Prior project leadership experience working directly with Idaho state government agencies. - In-depth functional and technical knowledge of state Medicaid programs, MMIS modularity, and CMS certification standards. - Demonstrated experience managing complex data and system conversion projects transitioning from legacy platforms to modern modular solutions. - Formal change management expertise, including planning, curriculum development, end-user training, and organizational communications supporting smooth system adoption. - PMP (Project Management Professional) or equivalent project leadership certification. Work Model: Primary Work Arrangement - Hybrid (2–3 days per week on-site / remaining days remote)Client Location - Idaho Department of Health and Welfare (DHW)Candidates must have the ability to report on-site to the client's offices in Idaho 2 to 3 days each week.
