Contracts & Subcontracts Manager to own the full lifecycle of Oteemo's prime contracts and subcontracts — from pre-award teaming through execution, modification, and closeout  with a particular focus on subcontract management across our Department of Defense (DoD) portfolio. You'll work within the FAR, DFARS, and agency supplements to negotiate and administer teaming agreements, subcontract agreements, NDAs, and MSAs, making sure every flow-down clause, modification, and compliance obligation is tracked and met. Partnering closely with Oteemo's executive leadership, sales, and delivery teams, you'll shape a cradle-to-grave contract management process, keep our template library current, and give leadership clear, regular visibility into compliance status. This role calls for sharp judgment, meticulous attention to detail, and the ownership to keep Oteemo's contracts audit-ready and its partner relationships moving forward.
Key Responsibilities
- Subcontract Management: Negotiate, draft, and administer subcontract agreements, teaming agreements, NDAs, and MSAs with partners and vendors; flow down the required FAR and DFARS clauses from prime contracts to subcontractors; track subcontractor performance, invoicing, and deliverables against agreed terms; and manage subcontract modifications, option exercises, and closeouts.
- DoD Contract Compliance: Review prime contracts, task orders, and SOWs prior to signing for scope, risk, and compliance; monitor adherence to FAR/DFARS obligations, including cybersecurity requirements (DFARS 252.204-7012 and CMMC), limitations on subcontracting, and contractual reporting; and work with delivery teams to put compliance measures in place and verify they are followed.
- Change Orders & Customer Coordination: Serve as the primary point of contact for customer contracting officers and prime contractor contract teams on change orders and modifications; drive change orders to timely execution; and resolve contractual issues before they affect delivery or funding.
- Process & Template Governance: Partner with executive management to define and continuously improve Oteemo's cradle-to-grave contract management process; maintain an inventory of all Oteemo contracting templates; and review and update templates to reflect current regulations and company standards.
- Reporting & Proposal Support: Deliver weekly and monthly contracts compliance reports to Oteemo executives; support proposal responses for large contracts by reviewing solicitation terms and conditions, structuring teaming and subcontract arrangements, and coordinating
- Education: BA/BS degree required.
- Experience: 5+ years of experience managing both federal and commercial contracts, with demonstrated cradle-to-grave ownership of prime contracts and subcontracts.
- Subcontracts & DoD Expertise: Hands-on experience negotiating and administering subcontracts and teaming agreements under DoD contracts; working knowledge of the FAR, DFARS, and flow-down requirements; and experience managing modifications and change orders with government and prime contractor contract teams.
- Proposal Support: Strong experience supporting proposal responses for large contracts, including review of terms and conditions and teaming/subcontract structures.
- Communication & Collaboration: Strong verbal, written, and listening skills; strong customer service and interpersonal skills; and a highly motivated, entrepreneurial approach driven by a passion for excellence.Nice to Have
- Defense contracting experience with the U.S. Air Force — a significant plus.
- NCMA certification (CFCM, CPCM, or CCCM).
- Familiarity with DCAA and DCMA audits and Contractor Purchasing System Reviews (CPSR).
- Experience with IDIQ, GWAC, and GSA Multiple Award Schedule contract vehicles.
- Experience with contract lifecycle management (CLM) tools.
- Active or prior DoD security clearance.
