The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS seeks to hire a Senior Associate Director who will lead the coordination and expansion of the City Council Discretionary grant management pilot to impacted City Agencies and Vendors. Reporting directly to the First Deputy Chief Contracting Officer, the Senior Associate Director will help establish consistent approaches to communication, reporting, project management, operational planning, and continuous improvement as we expand the City Council Discretionary grant management pilot. Principal duties and responsibilities are as follows:
- Lead the expansion of the City Council Discretionary grant management pilot.
- Engage key stakeholders, including City Council, City Hall, Law Department, Comptroller, and agencies to develop policies, procedures and an implementation plan for the expansion of the City Council Discretionary grant management pilot.
- Develop staffing plan and manage grant management team at MOCS.
- Serve as a strategic advisor to the First Deputy Chief Contracting Officer on operational priorities, emerging issues, cross-functional initiatives and opportunities to improve the delivery of the City Council grant management pilot expansion.
- Support the implementation of new initiatives, policies, processes, technology enhancements and organizational priorities across MOCS and City agencies.
- Prepare briefings, presentations, reports, analyses, recommendations, and other materials to support decision making by the First Deputy Chief Contracting Officer and MOCS leadership.
- Work across MOCS divisions and with City agencies to ensure that initiatives are coordinated, actionable, and successfully implemented. Build relationships across teams and facilitate collaboration where initiatives span multiple areas of responsibility.
- Support the First Deputy Chief Contracting Officer in establishing priorities, coordinating work plans, tracking major initiatives and ensuring that organizational resources and activities are focused on high-priority objectives.
PREFERRED SKILLS
Demonstrate competency and/or history of consistent quality performance in the following areas of responsibility:
- Ability to understand complex organizational issues, identify connections across functions, develop practical recommendations and translate strategic priorities into actionable plans.
- Ability to manage multiple complex projects simultaneously, establish work plans and milestones, coordinate stakeholders, identify risks and dependencies and ensure timely completion of deliverables.
- Ability to lead initiatives across organizational boundaries and influence teams and stakeholders without direct authority. Demonstrated ability to build consensus and move initiatives from concept through implementation.
- Experience identifying opportunities to streamline business processes, eliminate unnecessary administrative burdens, standardize practices, and improve operational performance.
- Ability to support organizations and stakeholders through changes to policies, processes, technology, and operating models.
- Experience collecting, analyzing, and presenting operational data to identify trends, measure performance, inform decision-making, and support continuous improvement.
- Knowledge of New York City procurement, contracting, financial, nonprofit or government operations is strongly preferred. Experience working with City agencies, vendors or nonprofit organizations is highly desirable.

1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
