The Mayor’s Office of Climate and Environmental Justice (MOCEJ) is a team of architects, lawyers, data and climate scientists, engineers, policy advisors, geologists, and city planners working to create a city where our 8.8 million New Yorkers can live, work, learn, and play in healthy, resilient, and sustainable neighborhoods. The Problems You’ll Solve:
As the Senior Advisor for Multifamily Housing Climate Solutions, you will lead MOCEJ’s efforts to accelerate building decarbonization and resiliency across New York City’s multifamily housing stock. Reporting to the Director Climate Financing Strategist, you will guide program strategy, stakeholder engagement, and policy development to support compliance with Local Law 97 and other building sustainability requirements.
Responsibilities will include:
Project Development and Management
- Lead and manage a citywide Co-op Solutions Hub within the NYC Accelerator program to support multifamily affordable housing buildings and other buildings serving low- and moderate-income New Yorkers with Local Law 97 and other local building sustainability laws compliance.
- Provide direction and oversight to a team within the NYC Accelerator program to connect multifamily building owners and managers with technical and financial resources, tools to find service providers, and support to maximize the J-51R tax abatement and other incentives.
- Provide technical housing finance and regulatory expertise to define MOCEJ’s programmatic goals, and work to increase adoption of scalable, replicable energy efficiency and carbon reduction solutions that improve resident comfort, safety, and health.
Policy Implementation
- Develop and advance medium- and long-term goals and policy initiatives to expand resources available to multifamily housing for decarbonization and resilience, working through agency partner development, City leadership review, and engagement with State agencies. This includes the development of governance structures necessary to implement new tools, creation of new financing and incentive programs and collaboration with City partners to address procurement, budget, and other City legal and regulatory barriers to expediting action.
- Collaborate with other relevant stakeholders to engage capital providers and develop targeted multifamily lending products, especially for cooperative and condominium housing.
External Relations and Stakeholder Management
- Provide day-to-day management and support for the NYC C-PACE program, including vendor oversight, with a focus on expanding PACE utilization across eligible multifamily properties while ensuring the vendor is achieving contractual obligations and goals. Assisting in updates to the program guidelines and business development conversations.
- Serve as City point-of-contact for partner agencies, and forge partnerships with relevant community-based organizations, housing advocacy groups, labor groups, financial institutions, property management firms, decarbonization professionals, and industry associations relevant to multifamily housing in NYC.
- Assist in the creation of an ongoing working group of senior lenders, community development financial institutions (CDFIs), and capital providers on best practices and development of new products to meet the needs of NYC’s multifamily housing community.
- Attend industry events, expos, and meetings relevant to NYC cooperative housing and multifamily sector to promote the Co-op Hub and learn about best practices and innovation in the industry.
Policy Research and Analysis
- Track multifamily housing policies at local, state, and federal levels and collaborate with federal and state offices, municipal agencies and authorities, and local organizations on support and resources for multifamily buildings to reduce energy and carbon emissions.
- Prepare and present reports, briefings, and recommendations to senior leadership, elected officials, city agencies, community groups, and other stakeholders on the progress and challenges of Local Law 97 compliance for multifamily housing and advocate for resources that support climate efforts in underserved communities.
About You:
- You have proven knowledge and expertise in building systems and technology, with a focus on energy efficiency, decarbonization, and electrification projects in multifamily housing.
- You have knowledge of the various financing tools and tax incentives available to cooperative and condominium owners (e.g., C-PACE and J-51R).
- You have demonstrated ability to develop and execute comprehensive decarbonization strategies in the multifamily housing sector, with experience in campus- and portfolio-level decarbonization strategy.
- You have strong interpersonal and collaboration skills, with the ability to build effective relationships with internal and external stakeholders, particularly with community-based organizations, housing advocacy groups, and cooperative housing industry associations.
- You can navigate City government and communicate effectively with administrative and technical leaders, particularly on technically complex topics.
- You have resourcefulness and flexibility, while being organized and detail-oriented.
- You have exceptional communication and presentation skills, with the ability to convey complex concepts and recommendations to diverse audiences, including co-op board members and related stakeholders.
- You have a proactive and results-oriented mindset, with the ability to work independently and manage multiple priorities in a fast-paced environment.
- You have a passion for sustainability, climate solutions, environmental justice, and a commitment to advancing equity in climate action.
EXECUTIVE PROGRAM SPECIALIST ( - 06804
1. A baccalaureate degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.
