The Head of Fleet Management is responsible for the long-term sustainability, scalability and operational health of foodpanda Singapore's rider ecosystem.
The role leads the teams responsible for Rider Supply, Rider Experience and Rider Compliance, with overall accountability for ensuring foodpanda has the right rider capacity, a strong rider proposition and effective governance to support business growth and operational performance.
This is both a leadership and hands-on role. The Head of Fleet Management is expected to set direction, manage and develop the team, and establish clear performance standards, while maintaining a deep understanding of rider operations and stepping into operational detail where required.
As a member of the Singapore Logistics leadership team, the role partners closely with local and regional stakeholders across Logistics, Product, Finance, Legal, Public Affairs and other functions to improve fleet health and build scalable operating models.
Fleet Strategy & Leadership
- Own the overall strategy and performance across Rider Supply, Rider Experience and Rider Compliance, translating business priorities into clear team goals and execution plans.
- Lead and develop the Fleet Management team, establishing clear ownership, KPIs and operating rhythms while holding the team accountable for outcomes.
- Stay close to rider operations and data to identify issues early, solve structural problems and continuously improve the scalability and effectiveness of the fleet operating model.Rider Supply
- Own Singapore's rider supply strategy across acquisition, activation, retention and reactivation, ensuring sufficient fleet availabilityto support business demand.
- Oversee the end-to-end rider growth funnel, with accountability for recruitment economics, conversion, onboarding effectiveness and incentive efficiency.
- Ensure the team proactively identifies supply risks and opportunities through fleet health data, forecasting, competitor activity and labour-market trends.Rider Experience
- Own the rider experience strategy across the rider lifecycle, ensuring the team identifies and resolves the highest-impact rider friction points.
- Establish clear service standards and performance metrics across rider support, communications and rider-facing channels, with a focus on reducing recurring issues and improving rider satisfaction.
- Partner with Product and functional teams to drive structural improvements to rider tools, processes and support journeys, reducing reliance on manual intervention.Governance, Compliance & Risk
- Own the rider governance and compliance framework, ensuring operations remain aligned with platform policies, regulatory requirements and internal standards.
- Lead the team in identifying, monitoring and resolving compliance risks, with clear controls, escalation mechanisms and accountability.
- Partner with Legal, Public Affairs and operational stakeholders to translate regulatory or policy changes into effective processes, controls and rider communications.
- Experienced Leader: Strong leadership skills with experience managing large, diverse teams. Ability to inspire and motivate teams to achieve ambitious goals
- Operational Rigor: 7+ years of experience in operations management. Exceptional analytical and problem-solving skills, with the ability to leverage data to drive decision-making and operational improvements.
- Thrives in Speed: Ability to thrive in a fast-paced, dynamic environment with a strong sense of urgency and adaptability.
- Stakeholder management and communication: Ability to think strategically and execute operational plans that align with business goals. Excellent communication and presentation skills, with a track record of driving outcomes and ability to influence stakeholders in a cross-functional environment
