This position is designated as remote. However, employees who reside within a 40-mile radius of one of our office locations in Tampa, FL; Canonsburg, PA; or Bowie, MD will follow a hybrid work schedule and are expected to work in the office two days per week (Tuesdays and Wednesdays).

Who You Are
As VP, Commercial Strategy, you will define how Inovalon’s Insights business commercializes and protects the value of its data assets across a complex and highly regulated healthcare ecosystem. You bring the executive judgment to shape enterprise licensing strategy, align cross-functional leaders, and translate data rights, governance, and monetization considerations into scalable commercial models. In this role, you will influence growth across life sciences, payer, provider, and analytics partner markets while helping the business accelerate deal velocity, launch new data products effectively, and steward long-term enterprise value.
What You’ll Do
- Define and execute the commercial strategy for data licensing and derived-data partnerships across the Insights portfolio, including pricing frameworks, rights structures, permitted use models, and intellectual property protections.
- Lead the cross-functional coordination of data rights and licensing decisions with Sales, Legal, Finance, Product, Data Science, and Data Governance to support consistent, scalable commercial execution.
- Design licensing frameworks, templates, playbooks, approval guardrails, and fallback positions that reduce friction in negotiations and enable sellers to progress strategic deals without repeatedly revisiting core terms.
- Structure and support high-value enterprise licensing agreements, data partnerships, and other strategic commercial arrangements, including direct engagement in escalations, redlines, and resolution of non-standard terms.
- Ensure that commercial terms, licensing models, and deal structures remain aligned with underlying data rights, governance policies, third-party license obligations, and applicable regulatory requirements.
- Partner with Product, Data Science, and Data Governance to build monetization strategy and compliant licensing structures into new data products before they enter the market.
- Translate legal, regulatory, and governance constraints, including third-party data requirements, into commercially viable offerings that can be sold confidently across customer segments and use cases.
- Lead the commercial integration of data rights and contract structures in M&A activity, including harmonization of customer obligations, licensing terms, and acquired data asset considerations.
- Assess partnership and acquisition opportunities through a commercial data licensing lens, including contribution to valuation discussions where data assets are a primary driver of enterprise value.
- Monitor licensing performance, including deal velocity, non-standard term exceptions, and licensing-driven revenue, and present strategy, risk, and monetization recommendations to executive leadership.
What You’ll Need
- 15+ years of experience in healthcare data and analytics, life sciences data, or other data-driven enterprise businesses, including 5 years in senior leadership in roles focused on data licensing, commercial contracting, or complex deal structuring.
- BA or BS degree in a business, legal, or technical discipline, or equivalent combination of education and experience required.
- Deep expertise in data licensing structures, including derived-data rights, permitted use, sublicensing terms, IP protections, and data partnership models.
- Strong working knowledge of the regulated healthcare data environment, including HIPAA de-identification standards, CMS data use agreements, third-party data license obligations, and evolving data privacy regulations.
- Demonstrated success designing pricing frameworks and monetization models for data products across multiple customer segments and use cases.
- Proven track record supporting and structuring strategic, high-value enterprise licensing agreements and data partnerships in close collaboration with Legal, Finance, and Sales.
- Working understanding of revenue recognition principles, including ASC 606, and how licensing terms affect revenue timing, risk, and deal economics.
- Experience with M&A or partnership activity, including contract harmonization, data rights diligence, and valuation considerations tied to data assets.
- Ability to set a clear, forward-looking direction grounded in the market, business model, financial drivers, and healthcare landscape, and translate that strategy into actionable enterprise priorities.
- Ability to build credibility and alignment with senior executives, cross-functional leaders, clients, and partners, and to influence decisions across competing priorities through sound judgment and commercial insight.
- Ability to build, develop, and retain high-performing teams and leaders, and to shape organizational design and operating models that scale with business growth.
- Ability to drive measurable results through clear goals, disciplined execution, operating cadence, and accountability for outcomes.
- Ability to operate effectively through change, ambiguity, and shifting priorities while maintaining focus on business impact and execution.
- Ability to think systemically across interconnected business, regulatory, product, and market dynamics, anticipate downstream effects of decisions, and make effective trade-offs across stakeholders.
- Nice to have: Master’s degree, including MBA, JD, or other relevant graduate degree.

Work Environment
- This is primarily a computer-based role performed in a remote, hybrid, or office environment. The role requires prolonged periods of computer use and frequent communication and interaction with others, either virtually and/or in person. The role may occasionally require transporting or moving work-related equipment weighing up to 10 pounds, such as a laptop and related materials. Some travel may be required, depending on the needs of the role.
