State regulators and departments of insurance, industry advocacy groups and more are actively deciding how aerial imagery and AI can be used in underwriting and rating. More than a dozen departments of insurance have issued bulletins on the subject, with imagery recency limits running from 180 days to two years, constraints on what evidence supports an adverse action, and new disclosure and appeal requirements for consumers. Legislation is moving in several more states, and a national model act is in draft. These rules determine how much of Nearmap's value a carrier can realize, and in the most restrictive states they shape whether particular use cases are viable at all. 
This role owns Nearmap's answer. You will build and lead our insurance regulatory affairs function, setting our regulatory strategy, engaging with regulators and legislators to help inform and understand the latest changes, and advising insurance customers on best practices for using Nearmap AI products in admitted markets. You will track every bulletin and bill that touches imagery and AI, and you will publish the positions our customers and our field can rely on.  
The framework for imagery and AI for the insurance industry is still being written, and you will put Nearmap in the room, arguing standards that reflect what current imagery and AI can support. 
You will be starting from a solid foundation. Nearmap data is approved in more than fifty rate filings, and we maintain a working database of state bulletins and legislation. What we do not have is a single owner. This is a builder role with immediate impact: you will step into active filing engagements from week one, and you will build the function behind them, which includes the state playbooks and the positions Nearmap stands behind. 
You will report into Insurance Product, which puts you close to where new attributes and scores are designed, and you will work daily with data science, actuarial, Legal, and our customer-facing teams. 
You'll be the regulatory face of Nearmap: 
- Act as the named Nearmap contact across the filing lifecycle, from pre-filing consultation through objection response and post-approval maintenance. 
- Own Nearmap regulatory strategy, which includes where we will register, where and what we will file, and how. You’ll partner with insurance carriers to jointly design regulatory approaches that suit their needs. 
- Lead objection response strategy, drawing analytical inputs from our actuarial and data science teams. 
- Own our advisory organization relationship and the subscriber mechanics that sit between us and our carrier customers, and establish where those requirements are regulatory and where they are commercial. 
- Develop a recommendation on advisory organization registration beyond our existing Arizona registration and own this strategy on an ongoing basis as the regulatory landscape continues to evolve.  
- Partner with Legal on the privilege, contractual, and compliance questions that arise from filings and regulator engagement. 
You'll own the filing program: 
- Own Nearmap rate filing approach end-to-end to support carrier filing programs: scoping, materials, submission coordination, tracking, objection response, and close. 
- Coordinate on and collaborate with cross functional teams to support a rate filing materials library, including model memos, validation summaries, and methodology documentation, for every Nearmap attribute and score used in rating. 
- Maintain state-by-state command of filing requirements, permissible confidentiality treatment, and filer eligibility. 
- Manage version control and re-filing triggered by model updates, new attributes, validation findings, or regulator feedback. 
- Monitor regulatory filings across all states and maintain up-to-date database of rating plans that use aerially derived data. 
You'll help shape the rules, not just follow them: 
- Track NAIC, NAMIC, and NCOIL activity on insurance AI and imagery, including the NAIC AI Systems Evaluation Tool, and represent Nearmap's perspective in those venues. 
- Advise product and data science on filing implications before new attributes and scores ship, so regulatory risk is designed out and new products are released in a “filing-ready” state. 
You'll make the field credible: 
- Equip Sales, Sales Engineering, and Customer Success with accurate positioning on what our filing history does and does not transfer to a given state. 
- Build the filing schedules, metrics, and playbooks the whole insurance vertical works from. 
 
Experience 
- 8 to 12 years in property and casualty rate filings, regulatory affairs, or state product management. Personal lines property especially. 
- Hands-on experience managing complete filing lifecycles and interacting directly with state insurance regulators. California experience is a significant advantage. 
- Experience preparing regulator-ready materials: filing narratives, methodology summaries, actuarial exhibits, statistical plans, forms, and rate pages. 
- Bachelor's degree in insurance, actuarial science, public policy, or related field, or equivalent professional experience. 
Skills 
- You know SERFF and multi-state prior-approval processes cold, and you know which states behave differently and why. 
- You can translate model documentation and validation output into language a regulator will accept the first time. 
- You work towards many parallel deadlines you do not control, and you do not drop them. 
- You hold your own in a room with carrier actuarial and regulatory teams. 
- You write clearly, and you can explain a technical method to a reviewer without losing the substance. 
What makes you stand out 
- Actuarial credentials such as ASA or ACAS, or relevant regulatory training or certification. 
- Prior regulator-side experience inside a department of insurance. 
- Experience with AI, predictive model, or catastrophe model filings, and familiarity with model governance frameworks. 
- Experience standing up or maintaining advisory or rating organization status. 
You’ll be successful if you are: 
- Comfortable being the first person in a function and writing the playbook while the work is live. 
- Calm under deadlines set by other people, which is most of them. 
- Commercially aware. You understand that filing approval is a revenue event, and a delay is not just an inconvenience. 
- A strong communicator in writing, in conversation, and on a call with a regulator.
