New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Logistics division works to increase the City’s ability to support emergency operations with a sustained and well- coordinated supply chain of resources. It is comprised of the Humanitarian Logistics and the Supply Chain Logistics units, and works to ensure that the right personnel, equipment, supplies, and support are in the right place, at the right time, and in the right quantities, across all response and recovery operations.
Humanitarian Logistics provides logistics planning, coordination, and operational support for mass care; human services; health and medical; disabilities, access, and functional needs; and other public-facing operations. Humanitarian Logistics programs include the Emergency Supply Stockpile (ESS), Logistics Shelter Support Program (LSSP), and Commodity Distribution Points (CDP).
The Stockpile Program Manager is responsible for managing all activities to sustain, deploy, and advance the City’s Emergency Supply Stockpile (ESS) program. Consisting of approximately 5500 pallets of mass care supplies, the ESS is designed to support public facing programs such as emergency sheltering, in the event of a coastal storm or other disaster. Now deployable during incidents of all hazards and all scales, the ESS is one of the City’s most crucial assets.
Under the supervision of the Director of Humanitarian Logistics, the Stockpile Program Manager responsibilities include but are not limited to the following:
- Supporting the development, maintenance, and enhancement of the City’s emergency management logistics programs, including the Emergency Supply Stockpile
- Reviewing and enhancing the City’s robust all-hazards logistics plans and deployment/response strategies.
- Supporting the development of a strategic logistics vision, with practical solutions, to support emergency plans and response efforts
- Managing activities for the Emergency Supply Stockpile, including annual rotation, relinquishment, and procurement and purchasing
- Managing all aspects of assigned programs to include the planning suite and training needs
- Conducting interagency meetings and site visits/surveys with various partners
- Carrying out tasks such as; working with contracted vendors, tracking quotes, invoices, deliveries, and Bills of Lading
- Coordinating with internal and external partners on tasks such as; resource requests, site visits and facility upgrades
- Identifying, developing, scoping, and establishing contracts to support emergency planning and response
- Drafting scopes of work and contract documents
- Building partnerships with other emergency management professionals, especially in the areas of logistics planning.
- Working to train staff on logistics programs
- Using spreadsheets to track resource allocations and budgets
- Forecasting future needs and long-term improvements for budgeting
- Developing exercises with NYCEM Exercises for long-term facilitated discussions and exercise opportunities with all partners
- Developing plans and partnerships with the State and Federal governments to ensure adequate resources are available during an emergency
- Reviewing and addressing logistical accessibility needs in current, new, and ongoing citywide emergency logistics planning efforts.
- Supervise the Stockpile Specialist
- Ensuring logistical planning accounts for the needs of the City’s most vulnerable residents
- Incorporating data and data analysis into logistics strategies and decision making
- Serving as a logistics coordinator in and on-call basis
**PLEASE NOTE THE FOLLOWING:
As part of NYCEM's emergency response mission, this position participates on an Emergency Operations Center (EOC) team. During emergency activations, team members may be required to work evenings, weekends, holidays, or extended shifts in support of City response operations. Outside of activations, EOC members participate in periodic training and exercises to maintain operational readiness, and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.
Please note, the high end of the salary range is available to candidates who have been in City service two or more years.
Funding – This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027 with the possibility of an extension.
Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify, which is required for the reauthorization of some visas.
The selected candidate will generally be required to work in person at the designated office location three days per week, subject to applicable telework policies and reasonable accommodations.

PREFERRED SKILLS
- Experience in operations research, warehouse management, mass care, or humanitarian relief operations
- Intermediate to expert Microsoft Excel skills is a must
- Knowledge of the Americans with Disabilities Act (ADA)
- Experience serving vulnerable populations
- Experience developing mass care relief plans
- Experience working with private and public sector clients
- Experience managing multiple projects in a high pressure work environment
- Experience in general warehouse management
- Training in concepts of the Incident Command System (ICS) (100, 200, 300, 700, 800 levels preferred)
- Superior written and oral communications skills
- Possession of a valid driver’s license and the ability to drive are preferred

EMERGENCY PREPAREDNESS SPECIAL - 94612
1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or
3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.
