About the Agency:
The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.
As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.
The New York City Department of Housing Preservation & Development (HPD) seeks an experienced, strategic, and mission-driven leader to serve as the Deputy Commissioner of Financial Management. Reporting directly to the Executive Deputy Commissioner, the Deputy Commissioner will oversee HPD’s Office of Financial Management, which includes the Divisions of Budget, Capital Planning, and Fiscal Affairs.
The Division of Budget manages the agency’s $1+ billion operation budget, which is comprised of nearly 25 funding streams from city, state, federal, and other categorical sources. The division’s staff advise and support HPD’s program managers and budget liaisons on matters pertaining to funding availability, grant compliance, cost saving initiatives, financial analysis, and program development.
The Division of Capital Planning is responsible for the planning and management of funding for the agency’s capital program, which includes affordable housing development, technology initiatives, and critical infrastructure projects. The division has oversight of HPD’s $13+ billion Ten-Year Capital Strategy. Capital Planning staff work closely with the Office of Development, the Office of HPD Technology, and the Division of General Services – along with the city’s other capital agencies – to conduct financial analysis, review underwriting, shepherd projects through the approval process, and provide guidance on the eligible use of capital funding in accordance with the Comptroller’s Directive 10.
The Division of Fiscal Affairs is responsible for managing the agency’s accounts payable and receivable, emergency repairs recoupment, central administration, and fiscal procurement functions, all in accordance with the Comptroller’s Internal Control and Accountability Directives. The division collaborates closely with other divisions within HPD and various city oversight agencies, including the Financial Information Services Agency, Department of Finance, Law Department, Department of Investigation, Mayor’s Office of Contracts, NYC Office of the Comptroller, and the New York State Attorney General’s Office. This collaboration facilitates payment processing, collections, deposits, and the execution of financial operations. Established procedures and internal controls are implemented to ensure financial accountability and safeguard against corruption.
Together, these divisions ensure that HPD’s financial resources are aligned, optimized, and deployed effectively to advance the agency’s mission and the goals of the Mayoral Housing Plan, Block by Block.
Your Role:
This is a pivotal senior role responsible for shaping HPD’s financial strategy, strengthening operational efficiency, and ensuring the agency’s resources are positioned to support the creation and preservation of affordable housing for New Yorkers. Acting as the agency’s Chief Financial Officer, the Deputy Commissioner will advise the Commissioner on major financial and resource decisions, while working closely with senior leadership to enhance the agency’s mission.
The Deputy Commissioner for Financial Management will serve as HPD’s senior financial steward, responsible for guiding the agency’s budgetary planning, capital strategy, fiscal operations, and financial reporting. This position will work closely with internal divisions and external agency partners to ensure HPD’s financial infrastructure is sound, transparent, and aligned with agency priorities. As a senior leader, the Deputy Commissioner will oversee and support the work of Assistant Commissioners and other senior team members, establishing clear priorities for the Office of Financial Management and ensuring effective coordination across the Divisions of Budget, Capital Planning, and Fiscal Affairs. The Deputy Commissioner will also play a critical role in staff development, fostering a collaborative culture, strengthening analytic and operational capacity, and ensuring that teams are equipped to meet evolving agency needs and deliver high-quality financial management.
The ideal candidate is a collaborative senior leader with deep experience in public-sector financial management, strong analytical capabilities, and a demonstrated ability to lead high-performing teams in complex, multi-stakeholder environments.
Your Responsibilities:
- Represent HPD in all financial matters with the Office of Management & Budget (OMB), the New York City Housing Development Corporation (HDC), the Office of the Comptroller, and other key partners, ensuring clear communication and strong alignment across the City’s financial ecosystem.
- Provide authoritative guidance on the financial impact of policy proposals, programmatic initiatives, and legislative actions, including evaluating long term budget implications and identifying opportunities to leverage new funding streams.
- Oversee Fiscal Affairs, ensuring Accounts Payable, Accounts Receivable, and Fiscal Procurement functions comply with the Comptroller’s Internal Control and Accountability Directives and other applicable citywide financial standards.
- Lead long term capital strategy by managing HPD’s Capital Commitment Plan, advancing the Mayoral Housing Plan Block by Block, and shaping multi year capital priorities that support affordable housing development, rehabilitation, and preservation.
- Foster innovation to create new financing models and funding streams that expand HPD’s ability to advance strategic housing goals, including partnerships, special financing structures, and leveraging external resources.
- Oversee the development, monitoring, and modification of HPD’s multi year expense budget, ensuring alignment with citywide fiscal targets, agency needs, and evolving operational priorities.
- Oversee grants, revenue, and other funding sources to ensure they are maximized, properly managed, and integrated effectively into HPD’s financial strategy.
- Strengthen financial reporting by ensuring accurate, timely, and transparent reporting across the agency, promoting accountability and consistency in agencywide financial communication.
- Coordinate closely with the Division of Procurement to confirm contract funding availability, support contract planning, and ensure alignment with agency fiscal and strategic priorities.
- Enhance operational efficiency by improving HPD’s financial processes, workflows, and internal controls across the divisions of Budget, Capital Planning, and Fiscal Affairs.
- Oversee financial systems modernization, including data, reporting tools, and management information systems, to support decision making, improve transparency, and streamline agencywide financial operations.
- Build strong, service oriented internal partnerships to ensure financial processes and policies effectively support program needs and agency operations.

Preferred skills
- Experience managing large public sector agency budgets
- Deep understanding of affordable housing finance, including capital program structures, multi source financing, and tools used to support housing production and preservation.
- Ability to align financial strategy with housing production, preservation, and policy goals, including translating complex housing objectives into multi year financial plans.
- Strong familiarity with New York City financial processes, including OMB operations, capital and expense budget cycles, and citywide fiscal management frameworks.
- Knowledge of City, State, and Federal budget processes, funding requirements, and compliance expectations.
- Experience working with multiple funding streams, grants, and revenue sources within a complex governmental or public sector context.
- Proven ability to lead large, multidisciplinary teams and support staff development at all levels.
- Demonstrated experience in managing organizational change, improving financial processes, and streamlining workflows in complex operational environments.
- Familiarity with large scale financial and accounting systems (such as the City’s Financial Management System, FMS, or other legacy platforms), including reporting tools and financial data management.
- Ability to use data, analytics, and modernized financial systems to support decision making and enhance management information.
- Ability to operate effectively in politically sensitive environments while balancing competing demands.
- Strong presentation and negotiation skills, with the ability to explain complex financial concepts to non financial audiences.
DEPUTY COMMISSIONER (HOUSING P - 95532
1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or
2. Education and/or experience equivalent to "1", including part-time and/or volunteer experience.
