AECOM is seeking an experienced Resident Engineer for a large roads project. The Resident Engineer will be responsible for the activities and efficiency of his staff for the satisfactory prosecution of the work under his supervision. He has the responsibility to build and maintain an organization that can effectively provide the necessary staking, testing and inspection to ensure the project is constructed according to the plans and specifications. He/she will familiarize rapidly with the plans, specifications and amendments to effectively administer the work.
- Lead and manage the overall delivery of assigned infrastructure packages, ensuring project objectives related to time, cost, quality, safety, and sustainability are achieved.
- Supervise and control contractors’ works to ensure full compliance with approved IFC drawings, technical specifications, contract requirements, and agreed milestones.
- Manage and direct the supervision team (Resident Engineers, Inspectors, Surveyors), ensuring effective daily site inspections and consistent application of quality and safety standards.
- Maintain a high level of Health, Safety, and Environmental (HSE) awareness, ensuring contractors’ compliance with approved HSE plans, risk assessments, and local regulations.
- Proactively identify, resolve, and escalate technical, construction, and site-related issues to avoid delays and cost impacts.
- Represent AECOM in client, authority, and coordination meetings; prepare and present progress reports, key risks, and mitigation measures.
- Review contractors’ construction programs, method statements, shop drawings, technical submittals, and material approvals, providing timely recommendations.
- Monitor project progress against the approved baseline program and recommend recovery actions where slippage is identified.
- Manage and negotiate variations, scope changes, and claims, providing technical input and recommendations to the client and commercial team.
- Develop, implement, and monitor key project management documents including the Project Execution Plan (PEP), Quality Management Plan (QMP), and Health & Safety Plan (HSP).
- Define and track project performance metrics, ensuring staff performance aligns with AECOM quality standards and project KPIs.
- Assign responsibilities to key team members, conduct performance evaluations, provide coaching, and support professional development.
- Conduct weekly internal coordination meetings to review progress, identify risks, and implement corrective actions.
- Ensure full compliance with Dubai Authorities’ requirements including RTA, Dubai Municipality, DEWA, NAKHEEL, and other relevant stakeholders.
- Review and ensure timely closure of RFIs, NCRs, WIRs, and shop drawing submissions, maintaining accurate project records.
- Provide strong technical leadership and oversight for civil and infrastructure works, including roads, bridges, utilities, drainage, and associated structures.
- Coordinate with utility authorities and third parties to obtain NOCs, permits, and approvals required for construction activities.
- Ensure project documentation, correspondence, and reports are maintained in accordance with contractual and company requirements.
- Bachelor’s degree in civil engineering or a related field
- Previous experience with RTA projects is preferred 
- Minimum 20 years of experience in infrastructure engineering, with a focus on managing large-scale projects including Roads, Bridges, Underpasses, Metro and Rail. 
- Strong knowledge of infrastructure development, construction methodologies, and quality control processes
- Excellent project management skills, including budget and schedule management
- Advanced problem-solving and analytical abilities
- Strong technical report writing and communication skills
- Ability to work efficiently in a fast-paced environment and manage multiple projects simultaneously
- Willingness to work on-site and travel as required for project needs
