The Position
The Senior Director, High Voltage Engineering is the enterprise leader for the engineering and construction execution strategy for Arevon’s high-voltage facilities across utility-scale solar and battery energy storage projects from the development phase through EPC Final Completion. This role establishes the technical and commercial approach for substations, switchyards, generation tie-lines, transmission interconnections, protection and controls, SCADA, and related civil and structural infrastructure.
The Senior Director will lead consultant and contractor selection, define scopes and technical requirements, guide procurement and contracting strategy, and provide portfolio-level governance for design quality, constructability, commissioning, energization, schedule, cost, and risk. A core accountability is translating applicable Interconnection Agreement and Power Purchase Agreement requirements into complete, traceable, and enforceable requirements for engineering consultants, equipment suppliers, contractors, and the Engineering, Procurement and Construction Agreement (EPCA).
Key Responsibilities
- Own and continuously improve Arevon’s high-voltage engineering and construction execution strategy, standards, specifications, design criteria, stage-gate reviews, and governance processes across the project portfolio.
- Provide high level technical leadership for design, procurement, and installation of substations, utility switchyards, generation tie-lines, transmission facilities, collector interfaces, SCADA, telecommunications, protection and controls, metering, and associated civil and structural scopes for utility scale PV and BESS projects.
- Lead the development of high-voltage engineering, procurement, construction, testing, and commissioning RFPs and scopes of work, including clear deliverables, design interfaces, acceptance criteria, commercial assumptions, and responsibility boundaries.
- Establish the evaluation strategy and lead the technical selection, qualification, negotiation, and performance management of engineering consultants, engineers of record, EPC/EPCA contractors, specialty contractors, testing firms, and commissioning providers.
- Develop make/buy and contracting recommendations that balance technical quality, execution certainty, safety, schedule, cost, risk allocation, market capacity, and long-term asset performance.
- Review Interconnection Agreements, Power Purchase Agreements, utility requirements, permits, project commitments, and other governing documents to identify requirements applicable to the high-voltage scope.
- Maintain a requirements traceability and compliance approach that confirms applicable Interconnection Agreement and PPA obligations are accurately flowed down into consultant agreements, equipment specifications, contractor scopes, and the EPCA.
- Coordinate with Legal, Development, Interconnection, Origination, Project Management and Construction, Procurement, and Asset Management to resolve conflicts, gaps, and ambiguities among project agreements and technical documents.
- Lead portfolio and project design reviews from conceptual engineering through issued-for-construction design, including technical specifications, data sheets, drawings, studies, calculations, relay settings, equipment interfaces, and utility submissions.
- Direct technical due diligence and identify fatal flaws, material design gaps, constructability risks, long-lead equipment constraints, interconnection risks, commissioning risks, and potential impacts to cost, schedule, reliability, and contractual compliance.
- Provide technical oversight of third-party design and construction execution, including management of technical RFIs, deviations, design changes, nonconformances, value engineering proposals, and interface resolution.
- Lead constructability, operability, maintainability, and design optimization reviews while protecting contractual requirements, safety, reliability, commissioning readiness, and lifecycle value.
- Provide governance for high-voltage equipment specifications and procurement, including power transformers, circuit breakers, instrument transformers, protection and control systems, switchgear, reactive equipment, and related balance-of-plant systems.
- Oversee commissioning and energization strategy for substations, gen-ties, and switchyards, including review of testing and commissioning plans, witness requirements, utility coordination, turnover documentation, test results, punch lists, and final acceptance.
- Ensure high-voltage designs and installations comply with applicable codes, standards, utility criteria, prudent industry practices, NERC Reliability Standards, and FERC requirements.
- Serve as the senior technical liaison to project leadership and executive management on engineering progress, quality, strategy, scope, contractor performance, schedule exposure, permitting interfaces, and technical risk.
- Develop and mentor high-voltage engineering, project management, and construction talent; establish clear accountability, workload priorities, technical review expectations, knowledge-sharing practices, and succession plans.
- Support project finance, estimating, insurance, procurement, and investment decision-making by providing defensible technical assumptions, risk assessments, cost and schedule inputs, and mitigation recommendations.
- Visit development and construction sites as needed to support due diligence, design validation, construction quality, issue resolution, testing, commissioning, and energization.
Required Qualifications
- 15+ years of progressively responsible experience in high-voltage engineering, design, construction, commissioning, or project execution, including significant experience with utility-scale power generation, solar PV, BESS, transmission, or substations.
- Demonstrated leadership of high-voltage scopes from early development through design, procurement, construction, commissioning, energization, and final completion.
- Demonstrated experience selecting and managing engineering consultants, engineers of record, EPC/EPCA contractors, specialty contractors, and testing or commissioning providers.
- Advanced knowledge of physical substation design, protection and controls, transmission and generation interconnection facilities, and high-voltage equipment typically ranging from 69 kV through 500 kV.
- Experience interpreting and implementing Interconnection Agreement, PPA, utility, and contractual technical requirements through scopes of work, design criteria, specifications, procurement documents, and construction agreements.
- Working knowledge of NERC Reliability Standards and FERC requirements applicable to generator interconnections, bulk electric system assets, grid reliability, commissioning, and operational readiness.
- Experience reviewing electrical studies, including short-circuit, protection coordination, grounding, insulation coordination, dynamic stability, reactive power, harmonics, power quality, and voltage analyses.
- Knowledge of applicable NEC, NESC, NFPA, IEEE, ANSI, IEC, ASME, IBC, and utility standards and their application to renewable generation, BESS, substations, switchyards, and transmission facilities.
- Strong commercial judgment and experience developing scopes, evaluating proposals, negotiating technical requirements, managing interfaces, and balancing cost, schedule, quality, and risk.
- Executive-level communication, organizational, decision-making, and stakeholder-management skills, with the ability to translate complex technical matters into clear business recommendations.
- Ability and willingness to travel to active construction sites, operating facilities, vendor locations, and development sites.
Preferred Qualifications
- Bachelor’s degree in Electrical Engineering or a closely related engineering discipline.
- Professional Engineer registration in Electrical Engineering.
- Field experience with high-voltage construction, testing, commissioning, relay checkout, utility witness testing, and energization.
- Experience with utility interconnection studies and requirements administered by transmission owners, balancing authorities, RTOs, and ISOs.
- Familiarity with AutoCAD, ETAP or similar power-system analysis software, CYMCAP or similar cable-analysis software, WinIGS or similar grounding software, Bluebeam, project controls platforms, Aconex, and SiteTracker.
- Experience building technical teams, standards, governance processes, consultant frameworks, and portfolio-level performance metrics.
