Join Community Action of Skagit County as our Community Manager and help create safe, welcoming, and thriving communities for our residents! In this role, you’ll oversee the day-to-day operations of our agency-owned rental properties while building positive relationships with tenants, coordinating maintenance and services, supporting compliance, and creating opportunities for resident engagement. You’ll also play an important role in helping us grow our housing portfolio and connect residents with Community Action programs and resources. The Community Manager is responsible for the effective day-to-day management and operation of Community Action’s rental properties, including property operations, tenant relations, compliance, resident engagement, and coordination with Community Action programs and external partners. This position will support the ongoing management of existing agency-owned rental properties, assist with the preparation and implementation of rental operations for new property, and provide additional property management support as Community Action’s housing portfolio grows. The Community Manager serves as a key resource for the Housing Project Director in maintaining safe, well-managed, welcoming, and compliant housing communities. This will be a hourly full time position at 37.5 hours per week.
JOB DUTIES and RESPONSIBILITIES INCLUDE:
- Property Management:
- Oversee leasing, maintenance coordination, tenant relations, and general property operations.
- Monitor and address tenant compliance with community rules and lease agreements.
- Conduct regular inspections of grounds, common areas, and units to ensure cleanliness, safety, and appropriate maintenance.
- Coordinate maintenance requests and unit turns with the maintenance team and ensure timely completion.
- Collaborate with staff and partners to ensure compliance with federal, state, and local laws, including fair housing regulations and applicable landlord-tenant requirements.
- Assist with the preparation and implementation of rental operations for new agency-owned properties, including establishing processes, procedures, documentation, and systems necessary for successful property operations.
- Resident Engagement and Relations:
- Build and maintain positive relationships with tenants, providing support and responding to inquiries or complaints promptly.
- Organize and promote community engagement activities to foster a healthy and inclusive living environment.
- Facilitate regularly scheduled Community Meetings.
- Compliance and Financial Oversight:
- Collect rent, monitor tenant accounts, issue notices for delinquencies, and follow established procedures for addressing past-due balances.
- Assist with preparing budgets, variance reports, financial documentation, and other property-related financial information.
- Participate in funder audits, desk reviews, inspections, and site visits, ensuring appropriate documentation and compliance.
- Assist with annual tenant income certifications and other compliance requirements.
- Community Collaboration and Leadership:
- Work closely with Community Action programs to connect residents with services and resources.
- Communicate effectively with internal departments, external partners, and vendors.
- Serve as a primary point of contact for onsite emergencies and coordinate appropriate response, communication, and follow-up.
- Support the Housing Project Director with the implementation of operational systems, procedures, and improvements across Community Action’s housing portfolio.
- Supervisory and Administrative Duties:
- Maintain accurate records, including resident files, maintenance requests, and compliance documentation, and other property records.
- Oversee emergency response plans and provide leadership during crisis situations.
- Partner with the Housing Project Director to identify opportunities to improve property operations, resident experience, efficiency, and consistency across agency-owned properties.
- Participate in agency and community meetings and trainings as required. Serve as a member of the agency’s Leadership Team.
- Other duties assigned by management.
QUALIFICATIONS INCLUDE:
Education & Experience
- GED or High School Diploma required. Bachelor’s Degree in Property Management, Business, or related field preferred.
- 3 Years of Property Management experience, ideally in affordable housing preferred.
- Experience with tenant compliance, financial management, and working with vulnerable populations preferred.
- Or a combination of education/experience meeting required job qualifications.
License(s) & Certification(s)
- Valid driver’s license and auto liability insurance required for work related travel.
- Property management certification is preferred but not required
Skills & Abilities
- Knowledge of property management laws, including the Washington State Residential Landlord & Tenant Act.
- Strong organizational and time management skills required, with the ability to multitask.
- Must have strong and effective communication skills (oral and written).
- Ability to be an effective and positive ambassador for the agency.
- Competency of standard office procedures and equipment.
- Proficient in Microsoft Office applications and property management software.
- Demonstrated ability to work harmoniously with people from varied cultural, socioeconomic, educational and experiential backgrounds.
COMPENSATION AND BENEFITS:
Starting pay wage range between $30.47 - $33.63 per hour (DOE)
