The Training and Professional Development team within the Human Resources Division of the NYC Department of Housing Preservation and Development (HPD) is committed to supporting the professional development and career advancement of HPD employees at all organizational levels, with a focus on employee retention. We provide comprehensive learning, training, and development opportunities agency-wide, and work closely with our business partners to customize and develop trainings that address the specific needs of their divisions. The team also serves as a resource for external training and professional development programs. To support the agency’s ongoing retention goals, we take an employee-centered approach by overseeing initiatives aligned with the Agency’s retention initiatives and other programs that promote employee engagement and development.
Your Role:
We are seeking a highly motivated and experienced individual to join our team as the Director of Training and Professional Development. In this role, you will be responsible for designing, developing, and implementing various talent initiatives and programs aimed at fostering employee growth, engagement, and retention. You will also work closely with business partners to identify training needs and develop customized learning programs that address division-specific priorities and objectives.
Your Responsibilities:
- Collaborate with senior management to determine organizational development and training strategy with a focus on retention.
- Partner with Offices/Divisions to assess needs and manage the implementation of programs to achieve specific objectives, including talent development, performance management, and employee engagement, with a clear emphasis on retention strategies.
- Develop materials for in-house training to support Agency needs, incorporating elements that promote employee retention and long-term career satisfaction.
- Coordinate and deliver required and mandated training programs for agency employees, as well as other training identified as necessary to support agency needs
- Design program curriculum, digital and traditional medium materials with a goal of enhancing employee engagement and alignment with HPD’s mission.
- Cultivate and manage training vendor relationships, including logistics and content development, ensuring alignment with the organizational goals..
- Develop and implement strategies/curriculum to train managers in coaching, mentoring, and developing employees.
- Provide oversight and strategic direction on learning technologies serving as the point person for the Learning Management System (LMS) system, leveraging technology to enhance training accessibility and retention efforts.
- . Manage the agency’s training calendar, resources, vendors, and training budget.
- Evaluate training effectiveness and use feedback and data to improve programs.
- Lead special projects aimed at enhancing employee retention and perform other related duties as required.
- Supervise and provide direction to training staff, as applicable.

- Proven track record of creating a learning development strategy and related program components with a focus on retention.
- Demonstrated ability to prioritize and manage multiple projects, manage expectations, and complete deliverables in a timely manner with exceptional attention to detail.

- Strong organizational, management, and analytical skills.
- Demonstrated leadership success in a large organization, with a proven ability to drive retention efforts.

1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or
2. Education and/or experience equivalent to "1", including part-time and/or volunteer experience.
