We are looking for personnel to join our team and support key client projects. Who we are supporting Allied Command Transformation (ACT) is NATO’s leading agent for change: driving, facilitating, and advocating the continuous improvement of Alliance capabilities to maintain and enhance the military relevance and effectiveness of the Alliance. The main objectives of ACT are: providing appropriate support to NATO missions and operations; leading NATO military transformation; and improving relationships, interaction and practical cooperation with partners, nations and international organisations. ACT therefore leads Alliance concept development, capability development, training and lessons-learned initiatives and provides unfettered military support to policy development within NATO. The program Capability Development & Management Support (CDMS) DCOS Capability Development (CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and coordination of the activities and resources of the Capability Development Directorate. The Requirements Division will execute all tasks and activities needed to support requirements management for NATO capabilities The Capability Requirements (CR) Branch will develop the Capability Requirements Brief and recommended courses of action to resolve issues through the life cycle management of requirements using matrixed, cross-functional project-specific Requirements Management teams. The Requirements Forward Branch (Mons) is responsible for conducting requirements development and management representation and engagement-related functions in Europe. The Capability Division coordinates the development of capabilities from capability planning through acceptance and then disposal with management entities, NATO Headquarters staff and the NATO Governance Structure The Capability Forward Branch (Mons) coordinates with ACO, NCIA, NSPA, NATO HQ, territorial Host Nations, and NATO Centres of Excellence (COEs) to support the development of capabilities. Strategic Plans and Policy (SPP) supports Allied Command Transformation in formalizing military advice to shape future military strategy, political guidance, and other policy documents supporting NATO’s strategic objectives. Role ID: ACT-CDMS-27-01-A-LC25 Background Information Allied Command Transformation (ACT) is undergoing a large-scale transformation to evolve into a data-driven, cloud-enabled enterprise. This transformation is multi-dimensional and includes: - Cloud migration of critical workloads. - Enterprise data governance and data platform modernisation. - Business transformation focused on data accessibility and insights. - Workforce literacy. - Decommissioning of legacy platforms and adoption of cloud-native architectures, with the associated change management. Due to its complexity and enterprise-wide impact, ACT’s Digital Transformation requires integrated programme and portfolio management functions to ensure alignment, prioritisation, governance and scalable execution. Role Duties and Responsibilities - Provide programme management support to ACT’s Digital Transformation initiatives. - Provide portfolio management support to the Digital Transformation portfolio. - Support Information and Knowledge Management (IKM) for the Digital Transformation effort. - Support strategic communication activities related to the Digital Transformation. - Support Digital Transformation literacy and education initiatives. - Support the exploration, understanding and assessment of Emerging and Disruptive Technologies (such as Artificial Intelligence, robotic and autonomous systems, quantum technologies, novel materials and advanced manufacturing, hypersonic technologies, energy and propulsion technologies, biotechnology and human enhancement, and next-generation networks such as 5G and 6G) to enhance cooperation, planning and information sharing with Allies, partners and non-NATO actors. - Support Strategic Communications, including information environment assessment, public diplomacy, public affairs, military public affairs, information operations and psychological operations. - Deliver quantitative analysis products and reports to support situational awareness, visualisation, information fusion, course of action analysis, cost estimation, schedule estimation and benefit analysis at the NATO political and strategic military level. - Deliver qualitative analysis products and reports to support situational awareness, visualisation, information fusion, and descriptive and conceptual analysis at the NATO political and strategic military level. - Deliver business analysis products and reports to support the investigation, conduct and ongoing support of business and operating model change. - Perform business process modelling: analyse “as-is” business processes and define and document improved “to-be” business processes. - Develop decision-making aids that support quantitative or qualitative decision-making. - Facilitate key events, including event support and conference administration. - Develop and maintain the Digital Transformation Communications Plan, Risk Management Plan and Dependencies Management Plan. - Produce administrative products and perform additional tasks within scope as directed by the client. Essential Skills, Experience and Certifications - University degree in information technology, information systems engineering, international business administration, quality engineering or a related discipline, plus 2 years’ related experience; or higher secondary education and completed advanced vocational training in that discipline leading to a professional qualification or accreditation, plus 4 years’ related experience. A Master’s degree is strongly preferred; five years of relevant experience may be accepted in lieu of a degree. - Minimum 5 years in the last 10 leading portfolio, programme and project management (P3M) initiatives, including requirements management and requirements elicitation (10 years strongly preferred). - Demonstrated working knowledge of portfolio, programme and project management, digital transformation and information technology (5+ years of related experience strongly preferred). - Minimum 3 years in the last 10 briefing senior leaders and decision makers (5+ years strongly preferred). - Minimum 3 years in the last 10 of sound knowledge of capability development and management processes in the Command and Control (C2) area (5+ years strongly preferred). - Minimum 3 years’ operational knowledge of Joint Operational Command and Control / Maritime within the last 10 years, either as a military officer or as a civilian (5+ years strongly preferred). - Working knowledge of capability architectures. - Working knowledge of configuration management methods and practices. - Programme and project management experience in the past 10 years within a complex and dynamic programme environment. - Experience with IBM Rational DOORS or an equivalent requirements management tool. - Demonstrated proficiency in English Working Location - Norfolk, VA, United States.
